With nearly 50% of children under 5 in a situation of chronic malnutrition and more than a third of rural households in food insecurity, Madagascar is one of the countries most affected by hunger and ranks 4th in the world in terms of growth retardation in children under 5 years of age. Despite the fertility of the soil and the richness of its biodiversity, the Big Island is the most vulnerable African country to climatic hazards, fails to feed its population and remains among the poorest on the planet. These elements considerably hinder the country's socio-economic development and the achievement of SDG 2, which aims to eliminate hunger, ensure food security, improve nutrition and promote sustainable agriculture. To combat this scourge, the Malagasy Government adopted a National Nutrition Policy (PNN) in 2004, implemented the first National Nutrition Action Plan (PNAN) in 2005 and created the National Nutrition Council in 2007. 3 rd phase of the PNAN (2017-2021) aims in particular to reduce stunting from 47% to 33%.

This pilot project falls within this framework, which will implement the package of activities defined in the PNAN 3 in 2 municipalities and measure its impact in depth. This is how four experienced operators ACF, AVSF, GRET and the PAM will work in synergy with shared governance. This project will be carried out in the rural communes of Fiaferana and Manandriana, near Antananarivo in the district of Avaradrano, Analamanga region where, despite its high agricultural production, the rate of chronic malnutrition is high (51%), acute malnutrition reaches 7% and 33.5% of children under 5 are underweight.

This program is part of the strategy of the Monegasque Cooperation, which has made food security one of its four priority areas of intervention and nutrition a flagship programme. It is also part of the Health Framework Agreement signed with the Malagasy Ministry of Public Health in 2016. It will contribute to achieving SDG2 eliminating hunger, ensuring food security, improving nutrition.

It is a showcase for the implementation of the full package of activities defined in PNAN 3 and the work in synergy of four operators. It will make it possible to co-build a system of referencing good practices at the scale of a territory making it possible to provide sustainable solutions to improve nutrition and food security and whose lessons learned will allow scaling up on larger territories. Initially, the ONN should have coordinated the project and the Prime Minister should have been a signatory, but given the changes made within the Ministries following the elections, the new team needs time to reflect on its position in this project.

In order to quickly respond to the promise made to the population during the official launch in February 2019, who are now eagerly awaiting the realization of the project, and in order not to miss the cultivation period, the project has been reorganized between the 4 non-institutional partners: the PAM, which will henceforth be the coordinator of the global project (an addendum will be signed to this effect), as well as AVSF, GRET and ACF with which a global agreement will be signed.

Expected results

Expected results

  • Malnutrition prevention actions are ensured and malnourished children under 5 years old are taken care of (cure rate > 75°~, death rate <10°!°);
  • The micronutrient status of the population of the 2 Communes is improved;
  • The nutritional status of children of school age is improved (100% of children benefit from the WASH nutrition health package in schools, school children whose BMI proportional to their age increases by at least 10%);
  • Innovative techniques allowing access to food, income and production are popularized and adopted by vulnerable farming households;
  • The percentage of people adopting good nutritional and food practices is improved (70% of school children adopt good food and nutritional practices);
  • The promotion of nutrition and adequate food through communication channels are strengthened;
  • Coordination of actions around a common results framework is improved;
  • The monitoring and evaluation of the joint project is ensured.
